Know the law and blow the whistle on stolen goods

BELLAIR SAPS encourage the community to know the law on the selling of pre-owned goods and urges people to be on the alert when it comes to the selling of stolen goods.

The second-hand goods act, 2009 (Act 6 of 2009) came into operation on 30 April 2012 and has three broad objectives:

1.To regulate dealers and recyclers

2.To combat the trade in stolen goods

3.To promote ethical standards in the second hand goods trade.


At present second-hand goods dealers are conducting business with certificates issued under the previous second-hand goods act 1995(Act 23 of 1995).

The station commander of Bellair SAPS, LCol R Ramchunder has given directives to the DSO (designated second-hand goods officer) WO PARKASH Kumar to review all certificates issued to all second-hand goods dealers in the Bellair area and to renew the certificates in terms of the requirements of the 2009 second hand goods act.

LCol Ramchunder has also given directives that all other businesses which have not been registered and are required by law to be registered as second-hand goods dealers must be registered. This process will take place with immediate effect.
